Prohibiting the transfer or publication of security camera recordings!

The Ministry of Interior confirmed that the provisions of the system for the use of security surveillance cameras prohibit the transfer or publication of security surveillance camera recordings except with the approval of the Ministry or the Presidency of State Security, or based on a judicial order or at the request of the competent investigation authority.

She stressed that anyone who violates this will be punished with a fine of 20,000 riyals, and this includes anyone who transfers or publishes recordings in violation of the provisions of the system, or who damages or destroys security camera systems or recordings.

Lawyer and legal consultant Majid Al-Ahmari stressed that access to surveillance cameras should be limited to authorized personnel within the security system of the entity responsible for it at the facility or home or relevant authorities. These permissions are recorded within the device settings, as these programs provide the ability to control the level of access and support multiple layers of security to ensure that the data is secure and private to the concerned persons only, to ensure that what it monitors and records is not exploited.

Lawyer Al-Ahmari explained that the executive regulations for the use of security surveillance cameras have set several penalties for violators of the system, including a fine of 500 riyals for each security surveillance camera and for each device of security camera surveillance systems that violates the technical specifications. It also set a fine of 1,000 riyals for each security surveillance camera and for each device of security camera surveillance systems that has not been installed according to what was specified in the terms and conditions document.

A fine of 1,000 riyals was also set for each violation of not placing a visible sign or signs indicating that they are equipped with security surveillance cameras in places covered by the provisions of the system.

The legal expert Al-Ahmari concluded his statement by saying that the system imposes a fine of 10,000 riyals for each violation of installing security surveillance cameras inside places where they are prohibited from being installed, and a fine of 5,000 riyals for the violation of not keeping the recordings according to the period stipulated in the terms and conditions document.

He stressed that the recording must remain preserved and not be modified in the event of a report of a specific incident until the investigation procedures are completed, and it must be handed over to the Ministry of Interior upon request.
